How to enrol your organisation and prepare a DPP registration request in the EU DPP Registry
A practical guide for economic operators covering EU Login, organisation enrolment, eIDAS verification, application status and the current DPP submission workflow in the European Commission’s live Registry.

What opened on 20 July 2026
The European Commission has opened the production DPP Registry, its test environment and the Economic Operators user guide. The production portal can now be used to enrol an organisation. The Registry interface and the PDF declaration generated during verification are currently provided in English.

Prepare these items before you begin
- An EU Login associated with the email address you intend to use for the Registry.
- Your organisation type: Legal Person for a registered company or other legal entity, or Natural Person for an individual acting in their own name.
- The official legal name or personal name, registered address and country of registration.
- A supported identifier. For legal persons, NTR is preferred; LEI, VAT, eID and a country-specific local definition are also listed. For natural persons, TIN is preferred; PNO, eID, national ID card, passport and a local definition are listed.
- A non-public compliance email and telephone contact that competent authorities may use.
- The legal representative’s name and email. This is the person who will sign or seal the declaration, even if another person creates the application.
- Access to a Qualified Trust Service Provider: legal persons need a QSeal; natural persons acting as sole traders need a QES.
Step 1 — Sign in with EU Login
Open the Registry and authenticate with EU Login. If you do not yet have an account, select Create an account, complete the form, accept the privacy statement and confirm the registration from the email sent by EU Login.

Step 2 — Create the organisation application
- On the Welcome page, choose Enrol New Organisation.
- Select Legal Person or Natural Person. Changing the entity type later clears information already entered.
- Enter the legal identity, registered address, country of registration, identifier type and identifier value.
- Enter the compliance contact. These details are not displayed publicly.
- Select Save. When all required fields pass format checks, select Start Verification.
Step 3 — Verify the organisation
- Provide the first name, last name and email of the legal representative who will sign or seal the declaration.
- Select Request Declaration and confirm. The Commission generates and seals a PDF containing the locked organisation information.
- Download the generated PDF declaration. The declaration is currently supplied only in English.
- Outside the Registry, countersign the original PDF. A legal person uses a QSeal from a QTSP; a natural person acting as sole trader uses a QES from a QTSP.
- Do not edit, recreate or otherwise modify the Commission-sealed PDF. The only permitted change is adding the required qualified signature or seal.
- Upload the signed or sealed PDF. Only PDF is accepted and the maximum file size is 1 GB.
- Select Verify your Organisation, confirm submission, then follow the Organisation Verification request in the Activity Dashboard.

Step 4 — Read the result and fix errors
The dashboard shows PROCESSING, SUCCESS or FAILURE. SUCCESS verifies the organisation, unlocks DPP registration and makes the applicant the administrator of that organisation. FAILURE provides an error report that can be copied or exported; correct the issue and upload a corrected declaration or restart verification as instructed.
- Exactly two signatures or seals are expected: the Commission institutional seal and the organisation’s countersignature or counterseal.
- The countersigned file must be the original declaration generated and sealed by the Commission.
- The legal name or personal name, identifier and country in the QES or QSeal must match the organisation information.
- The signature or seal must be qualified, trusted and use a supported PAdES Baseline profile (B, T, LT or LTA).
Step 5 — Register a DPP after verification
The Registry stores a central registration record — identifiers, registration metadata and a link to the DPP — not the complete passport. The economic operator or its service provider continues to host and maintain the full DPP data.
- Open DPP Registration from the side menu and select the available product group.
- Choose Online registration form for one DPP or File upload submission for one or more DPPs.
- For the online form, choose the permitted granularity and enter the mandatory UPI. The guide states that the UPI must be an HTTPS URL in the required JTC 24 format and is limited to 50 characters; model and batch identifiers are optional in the current battery form.
- For file upload, use the downloadable JSON or XML template. A file may contain at most 100 DPP requests and be at most 1 GB. File names may use letters, numbers, dot, underscore and hyphen, but no spaces or path characters.
- Submit and confirm. Save the correlation ID and follow the request in the Activity Dashboard. In a batch, one invalid DPP causes the whole submission to fail.
Current product-registration limitation
The production Registry is live, but user guide v1.0 says successful registration of battery DPPs is not currently available because the battery semantic catalogue is still being defined. Treat organisation enrolment and technical testing as available now; recheck the Registry and product-specific legislation before relying on a production DPP registration outcome.
Use the test environment safely
The test environment is separate from production. Use a different EU Login, complete verification with valid organisation data and the required signature or seal, and assume test data may be deleted. Test operations never migrate to production.
